Russia's anti-monopoly regulator, FAS, has approved the acquisition of Sun Microsystems by Oracle, but does require that Oracle continues to develop MySQL. The investigation into the merger by the Russian authorities began in the closing weeks of the European Commission's investigation. The EC approved the deal unconditionally a week later.

According to Reuters, the FAS requires that Oracle must continue to create new versions of MySQL "within the generally accessible license" and should not require clients to purchase Oracle services if they want a commercial licence for MySQL. The FAQ requirements only apply for four years from the formal completion of the deal.
