Malta Seal The Government of Malta has issued a new directivePDF instructing all of its agencies to give preference to the use of open source software (OSS) throughout government. According to the directive, Malta will adopt free software using the definition set by the Free Software Foundation (FSF) and it says that, "Where it is not possible to make use of OSS in the implementation of solutions, appropriate evidence shall be made available."

Only open source software that is available in English and at least one other European language will be considered. The directive says that if translation into Maltese is required then the Government of Malta Open Source End User Group (Moseug) should be consulted. Additionally, preference should be given to software available on the Open Source Observatory and Repository (OSOR) at OSOR.eu. The Maltese Government hopes to reduce costs by encouraging its departments use of open source and says that it also hopes to share more applications developed internally by its own departments by publishing them under the European Union's open source licence (EUPL).
