Update for OpenSSL

Two new versions, 0.9.8e and 0.9.7m, of the OpenSSL library fix a number of bugs in negotiating the encryption procedure and add compatibility to RFC 3779. None of the bugs has been classified as relevant to security, so that it does not appear to be necessary to update OpenSSL installations immediately. Installation packages for the Linux distributions are therefore also unlikely to appear quite so quickly as is the norm for security problems.
