The figures mentioned from the X-Force report do not cover severity
of vulnerabilities, they are total reported vulnerabilities. The
report itself breaks down the nature of the vulnerabilities. For
reference, page 21 of the report details that 1% were critical, 38%
high, 54% medium and only 7% low.
