RtlGenRandom has not been replaced; instead, it was discussed in
detail and Frans's concerns were addressed. This is most easily seen
from a spin-off bug:

The whole thing was a side issue. The patch's job was to make the
file-crawl use less expensive operations, cap the number of folders
entered, and get skipped altogether if use of the system's PRNG
succeeded.
Having seen the way the Windows API issue was discussed, I think it's
quite unfair to take it as evidence that FF developers tend to
support Windows as only an afterthought.
