In the 1950s(!) such a radiation risk was understood and prevented by
U.S. groups engaged in computing on classified (secret) projects.
The technology was, and presumably still is, called Tempest. See,

The 1950's is about 40 computer generations ago, based on Moore's
Law. Is there something new in this work, or is it computer
archaeology?
