Since the packages downloaded by c't offline update are given in
Microsoft's catalog file invcif.exe, it can be assumed that the
patches' functional contents are multilingual, and the only reason
for the localized packages on their web site is the different user
interface.

This should not be the case. Updates which are part of a Service Pack
should be avoided by the corresponding exclude file in c't offline
update.
