No.
There's a legal difference between offering an open source project
without protected third party code like c't offline update itself and
redistributing a collection containing protected third party code
like the ISOs c't offline update builds.
I'm sure Microsoft will prohibit the redistribution of the ISOs (or
update collections) if you ask them, but they won't stop the
distribution and usage of c't offline update.
