Nach der Ermordung des deutschen Botschafters eskaliert die Situation: Die Kaiserin gibt dem Druck des Volkes nach und fordert alle Gesandten auf, China umgehend zu verlassen. Doch die Botschafter entschließen sich unter Führung des britischen Repräsentanten (David Niven) und des amerikanischen Marines (Charlton Heston) der Besatzung bis zum Eintreffen der alliierten Befreiungsarmee standzuhalten. Mit nur 400 Mann beginnt nun ein 55 Tage andauernder Verteidigungskrieg gegen eine schier unbesiegbare chinesische Übermacht.
