Introduced by Oracle and listed as JSR 348 (Java Specification Request), the new draft specification for the Java Community Process has cleared an important hurdle in the overall review process. In the next step, it will be voted on as a Final Draft.

JSR 348 aims to create a higher level of transparency for the community process, and to lower the barriers for participating in expert groups and committees. The developers also intend to make the process run more smoothly (particularly by introducing timeouts for stagnant or slow-moving JSRs) and to merge the executive committees of the Java Standard Edition (Java SE) and the Java Enterprise Edition (Java EE).

The Public Review ballot for JSR 348 produced 14 "yes" votes from the SE/EE committees. Google abstained and VMware didn't take part in the ballot. Google commented on its abstention saying that it doesn't believe that the proposed JSR addresses the JCP's real problems. There were no dissenting votes.
