As reported by LWN.net, the Debian developers have agreed on the general resolution (GR) that non-packaging contributors or developers should be accorded full project membership as Debian Developers. The resolution was originally proposed by Debian project leader Stefano Zacchiroli on September the 14th and was seconded by eighteen other Debian project members. With Debian Developer status, these non-packaging contributors will be able to participate in decision-making and voting processes and have full access to the Debian infrastructure – apart from the Debian package archive.

The GR recognised that; to pursue Debian goals, package maintenance as well as a wide range of other technical and non-technical contributions are all valuable. And that active contributors of non-packaging work, who share Debian values and are ready to uphold Debian Foundation Documents, deserve the opportunity to become Debian Developers.

The resolution goes on to say that it is the responsibility of the Debian Account Managers to decide if a non-packaging contributor should be accepted as a Debian Developer and to put in place measures that will enable them to participate in Debian decision making and to access Debian infrastructure.
