Compare the Telesoft Public License with the definition of Free/Open
Source Software:

The Telesoft Public License aims to charge "a licensing fee to those
who offer a commercial product based on Telesoft’s software." This is
in conflict with a core characteristic of F/OSS: "A free program must
be available for commercial use, commercial development, and
commercial distribution."
