The white paper criticises Indonesia for merely "endorsing"
open-source software, which is very different to mandating it. It's
incredible to read such criticism, just a sentence after listing
serious intellectual property infringement such as pirated software
and movies being available easily. The report even acknowledges that
one reason for endorsing open source is to make it easier for
cash-strapped institutions to be copyright-compliant. The good news
is that Indonesians and the government are very prickly about
outsiders telling them what to do.
